PASC
In 1972, the United States made an appeal on behalf of the necessity
of promoting industrial standardization in the Pacific area and formulating
consensuses on international standardizing organizations such as ISO/IEC, and
worked on several countries including Australia, Canada and Japan with a view to establishing a regional
cooperative organization. As a result, it was determined to establish the
Pacific Area Standards Congress (PASC), and the first meeting thereof was held
in 1973. The PASC, consisting of the participating countries’ national
standardizing organizations, now counts 21 member countries in the Pacific Rim region, including Japan.
The PASC has been
working on the following issues, aiming to promote industrial standardization
in countries in the Pacific region and to formulate consensuses on
international standardizing organizations.
- Exchanging information on standardization
between countries in the Pacific region and supporting international
standardization activities therein through international standardization
organizations such as ISO/IEC
- Providing opportunities for countries in the
Pacific region to advance ideas among international standardizing
organizations
- Based on views proposed by countries in the
Pacific region to the PASC, providing cooperation so that international
standardizing organizations should establish international standards that
meet the needs of the countries involved
Furthermore, in
order to support deliberations on standards and conformity assessments by the
APEC, the PASC established a standing committee (SC) at the special meeting in
September 1994, and has provided cooperation from a technical viewpoint as a
regional standardizing organization.
In Japan, the
Japanese Industrial Standards Committee ( The Standards and Conformity
Assessment Unit of METI is the secretariat ), established pursuant to the provisions of
Article 3 of the Industrial Standardization Act, has been a member of the PASC
since 1986. PASC meetings have been held in Japan in 1976, 1992, and 2005.
